The United States Attorney’s Office for the Middle District of North Carolina reported collections totaling $9,093,573.60 in civil and criminal actions during Fiscal Year 2025. Of this sum, $5,692,558.56 came from criminal cases and $3,401,015.04 from civil cases.
In collaboration with other U.S. Attorney’s Offices and components of the Department of Justice, an additional $1,846,408.74 was collected in jointly pursued cases. This included $3,107.92 from criminal actions and $1,843,300.82 from civil actions.
A significant portion of these collections stemmed from the case against Indra Lee Johnson. In April 2025, Johnson pleaded guilty to one count of Willful Failure to Collect or Pay over Tax in USA v. Johnson (case number 1:25CR25-1). The court ordered Johnson to pay a special assessment of $100.00, restitution amounting to $1,344,925.41, and a fine of $45,000.00; as of now, a total of $1,354,876 has been collected in connection with this case.
According to U.S. Attorney Dan Bishop’s office: “The U.S. Attorneys’ Offices along with the department’s litigating divisions are responsible for enforcing and collecting civil and criminal debts owed to the U.S., and criminal debts owed to federal crime victims.” The statement also noted that “the law requires defendants to pay restitution to victims of certain federal crimes who have suffered a physical injury or financial loss,” specifying that while restitution is paid directly to victims, fines and felony assessments support the Crime Victims Fund for compensation programs at both federal and state levels.
Additionally, asset forfeiture actions resulted in collections amounting to $3,258,817 for FY 2025 within the district. Funds deposited into the Department of Justice Assets Forfeiture Fund and Department of Treasury Seized Assets Fund are allocated toward restoring funds to crime victims as well as supporting various law enforcement purposes.
